Bulgarian Authorities Investigate Possible Sabotage Following Munitions Depot Fire at EMCO Facility

Bulgarian law enforcement authorities have initiated a comprehensive inquiry into a fire and explosion that struck a weapons storage facility operated by the private defense contractor EMCO near the central village of Tsareva Livada. Officials are actively investigating whether the incident was the result of deliberate sabotage or if it shares connections with an earlier blaze at another company location last month.

The nighttime blaze produced intense flames and heavy plumes of smoke that lit up the surrounding area, as shown in video footage aired by local broadcasters. Emergency response units were dispatched immediately, and government officials confirmed that no injuries or fatalities were sustained among facility staff or nearby residents during the event.

The incident marks the second major emergency at an EMCO-managed site in a matter of weeks, following an explosion and subsequent fire that occurred at a storage warehouse in western Bulgaria in August. The recurring nature of these events has heightened scrutiny surrounding the physical security of arms repositories across the country.

Speaking to reporters following the incident, Bulgarian Interior Minister Ivan Demerdzhiev stated that emergency crews had brought the flames under control and that an official inquiry was actively moving forward. He stressed that investigators are keeping all potential explanations open as they assess physical evidence collected from the scene.

Demerdzhiev explained that the authorities intend to conduct a thorough comparative analysis, reviewing past incidents of a similar nature at EMCO facilities alongside events at other arms manufacturers. The objective is to identify potential operational patterns and evaluate whether external actors or outside interference may have played a role in the destruction.

Beyond the immediate cause of the fire, the interior minister highlighted significant concerns regarding baseline security standards at defense installations. Demerdzhiev noted that state investigators are reviewing the conditions under which hazardous explosive materials are housed, as well as the effectiveness of guarding protocols at sensitive storage sites nationwide.

EMCO, for its part, released a public statement directly attributing the destruction to deliberate sabotage. The defense manufacturer pointed to a broader history of more than ten unexplained incidents targeting Bulgarian arms manufacturers and storage depots since 2011, arguing that the recent event near Tsareva Livada fits into an established trend of targeted disruption.

Slavcho Dimiev, who manages production facilities for EMCO, confirmed the specifics of the storage site affected by the weekend blaze. Dimiev stated that the depot was primarily utilized for holding general munitions stocks, including a limited inventory of medium-calibre rounds, when the fire erupted.

In its public remarks, the defense company also pushed back against suggestions of internal regulatory negligence, directing sharp criticism toward the state's security and investigative apparatus. EMCO asserted that none of the state investigations into the ten-plus previous incidents at major defense companies had reached a conclusive result or identified perpetrators.

The company further emphasized that its facility had complied with stringent official oversight, having undergone seven formal inspections by regulatory authorities since the start of the year. The most recent of these safety evaluations occurred just twenty days prior to the latest fire, according to corporate representatives.

EMCO is controlled by prominent Bulgarian arms trader Emilian Gebrev, whose business operations have frequently been at the center of international security inquiries. In prior years, Bulgarian prosecutors have publicly alleged that Gebrev and his defense infrastructure were targeted by foreign intelligence operations.

In 2024, Bulgarian judicial authorities issued formal arrest warrants for six Russian citizens over their suspected roles in orchestrating the destruction of several EMCO arms depots between 2011 and 2020. Those targeted facilities had contained munitions that were intended for export to Ukraine and Georgia.

State prosecutors previously noted that there were substantial grounds to suspect operational links connecting the Bulgarian depot explosions, an attempted poisoning targeting Gebrev in 2015, and a series of lethal munitions warehouse blasts in the Czech Republic in 2014. The Russian government has consistently rejected all allegations of involvement in these incidents.

The latest emergency at the Tsareva Livada warehouse unfolds against a backdrop of shifting political dynamics within Bulgaria. The national government underwent significant leadership changes after Prime Minister Rumen Radev assumed office in April following an election campaign focused on closer relations with Moscow.

The political shift has carried direct ramifications for Bulgaria's international security posture. In June, Defence Minister Dimitar Stoyanov announced that the country would halt weapons shipments to Ukraine, calling on both Kyiv and Moscow to pursue a negotiated settlement to end the ongoing conflict.

As investigators continue their forensic evaluation at the Tsareva Livada site, the investigation remains a critical focus for Bulgarian national security officials. Authorities are tasked with determining whether the blaze represents an isolated industrial mishap or another chapter in a long-running series of hostile actions against the domestic defense sector.
